It was never a physical attack. Shadow ball is an ectoplasmic ball of dark energy, It has nothing to do with coming in contact with the opponent. Gen 4 just specified it for people who couldn't figure it out. It's easy to tell physical from special.

Hyperbeam is in the game already, along with Brick Break, Reflect, and Double Team. Fly and Surf you get from beating Gym Leaders.

The why was ice/thunder/fire punch in gen 1-3 was special and hidden power was physical Razz

They weren't special...Why would Hitmonchan learn special attacks? They are physical. Hidden power had a special system that even I couldn't completely understand. (It would have made more sense if it was special, though.)

Kinda, You need a lot of special attack and only evolve Pokemon can learn it.
Maybe i just taught the wrong Pokemon.

well with the right type of ev training and everything it could be a real problem for opponents so its not bad at all

Nope. It's the 1st 151 pokemon, and some evolutions from later versions of a few of them. (Ex.: Steelix, Scizor, Espeon, Pichu, Crobat)
